Chapter One: Introduction
1.1 Background of the Study
The regulation of hate speech has become a contentious issue in many societies, including Nigeria, where ethnic, religious, and political tensions often manifest through harmful discourse. In Zaria Local Government Area, Kaduna State, hate speech has become a growing concern due to its potential to incite violence and disrupt social cohesion. The government has taken steps to regulate hate speech through legislation and policies, but public perception of these measures remains divided. This study aims to explore how residents of Zaria perceive hate speech regulation, examining both the support for and resistance to such policies, and considering the balance between free speech and public safety.
1.2 Statement of the Problem
While hate speech regulations are intended to protect society from divisive and harmful rhetoric, there are concerns about their potential misuse to suppress free speech and target dissenting voices. In Zaria, the implementation of hate speech regulation policies has sparked debates on whether these measures serve the public good or infringe on individual rights. The effectiveness of these regulations in addressing hate speech without compromising freedom of expression remains unclear. This study seeks to investigate public perceptions of these regulations, focusing on the perceived benefits and drawbacks of hate speech laws in Zaria.
